I think the point was that if you're going to have a gathering of any sort, you're supposed to apply for a permit to use a pavilion, etc. I think the rule is more for crowd-control, cost-of-grounds-maintenance, etc. than anything else.

If the NRA or NOW or the local Moose Lodge or a wedding party wanted to have a picnic at the park and go swimming, they'd need a permit, too.

It sounds like everyone there blew the whole thing out of proportion: the park ranger who suggested that it "might offend others" was the only one way out of line, and it sounds like it just snowballed from there. *rolling eyes*
